Attorney Frattone to Serve as Panelist at Bureau of Workers’ Compensation’s Annual Conference

     Joseph F. Frattone, IV, a partner in Cipriani & Werner's Philadelphia office, will serve as a panelist at the Bureau’s Annual Conference. The panel will discuss issues pertaining to Illegal Aliens in the Pennsylvania workers’ compensation system. The panel will review constitutional and statutory provisions and case law relating to illegal aliens and the Pennsylvania workers’ compensation system. This session will give attendees an overview of the rights of the illegal aliens, the obligations of the employers under the act and burdens of proof for each party. Mr. Frattone was selected to serve on the panel given his experience as defense counsel for the employer in the seminal Pennsylvania Supreme Court case of Reinforced Earth Company v. WCAB (Astudillo). Reinforced Earth has been the leading Pennsylvania case addressing the ability of illegal immigrants to secure workers compensation benefits. The Bureau Conference will be held at the Hershey Lodge and Convention Center on June 11 and 12.
