Mushu Huang

Mushu Huang is an associate in the cybersecurity and data privacy practice at the firm’s Philadelphia office. Leveraging her strong background in regulatory compliance, enforcement, and litigation, Ms. Huang assists her clients in navigating stressful and complex cybersecurity incidents. She coordinates forensic investigations, assesses the scope of cyber events, and ensures prompt and effective responses to mitigate risks while complying with state, federal, and international regulatory requirements. Possessing a solid foundation in both civil and common law systems, Ms. Huang excels at analyzing and interpreting statutes and regulations, providing her clients with confident legal guidance on both a national and global scale.

Leveraging her strong background in regulatory compliance, enforcement, and litigation, Ms. Huang assists her clients in navigating stressful and complex cybersecurity incidents. She coordinates forensic investigations, assesses the scope of cyber events, and ensures prompt and effective responses to mitigate risks while complying with state, federal, and international regulatory requirements. Possessing a solid foundation in both civil and common law systems, Ms. Huang excels at analyzing and interpreting statutes and regulations, providing her clients with confident legal guidance on both a national and global scale.

Ms. Huang served as a judicial law clerk for the Honorable Craig R. Harris of the Superior Court of New Jersey, Essex Vicinage, and worked as a litigation attorney. In these roles, she effectively analyzed laws and applied them to case-specific facts, communicated with diverse individuals and companies, and guided them through challenging and high-pressure situations.

Ms. Huang gained experience in cybersecurity and virtual currency regulations, and Bit-License approval process while working in the Office of General Counsel at the New York State Department of Financial Services (NYSDFS). At NYSDFS, she also handled cases involving money transmitter insurance funds, gap insurance, bank mergers, bank director removal, bank branch relocation, organization certificate or bylaw amendments, money transmitter licensing, mortgage loan originator licensing, and confidential document disclosure. Additionally, Ms. Huang brings enforcement experience from her time as a legal extern at the Department of Enforcement at the Financial Industry Regulatory Authority (FINRA). There, she summarized transactional data, applied FINRA Rules to various cases, recommended sanctions, and drafted Wells Notices to firms.

She is licensed to practice in New Jersey and New York, as well as the U.S. District Court for the District of New Jersey.

She earned a Bachelor of Laws degree at Sun Yat-sen University in 2013 and a Master of Laws degree in civil and commercial laws at China University of Political Science and Law in 2016.  She passed the Chinese bar exam and obtained the Legal Profession Qualification Certificate of China.  She also attended the U.S. Business Law Academy at Columbia University School of Law as a short-term scholar.  She earned her J.D. from Seton Hall University School of Law in 2019, where she was the recipient of the Recognition Award for Outstanding Contribution to Civil Litigation and Practice Clinic.  While in law school, she served as a research assistant to professors on legal issues of blockchain and virtual currencies, and government-provided Internet access projects. She was also a fellow for the ReNew Federal Reentry Program and president of the Asian-Pacific American Law Students Association (APALSA).

Ms. Huang speaks English, Mandarin Chinese, and Cantonese.  In her spare time, she is an avid skier and marathoner having run in the Chicago and NYC marathons.
