Laurel office.  With over 26 years of experience solely in the defense of workers’ compensation matters, he defends cases at all levels, particularly high exposure claims with and without Second Injury Fund contribution.  Mr. Fraley is admitted to practice law in New Jersey and Florida.

At the trial level, Mr. Fraley has won the most complex of cases including the dismissal of a total disability claim for failure to file timely under the statute of limitations, along with the dismissal of two admitted claims where the authorized treater related the conditions to the accidents at work, both of which were dismissed nonetheless because of the number of inconsistencies Mr. Fraley brought out during cross-examination.  He has also argued and won cases before the Appellate Division.

Mr. Fraley has authored numerous articles on various subjects including the statute of limitations defense, temporary disability benefits, the defense of repetitive trauma claims, jurisdiction, and the premises rule.  He is published in the New Jersey Law Journal with an article entitled, Preventing Workers’ Comp Abuse.  He has provided countless in-house seminars and lectures to clients on the subject.

Mr. Fraley has been sole-select counsel for many years for multiple national and international businesses and has assisted multiple employers with the creation of investigation forms and procedures in order to improve their defense of claims.  During the COVID-19 shutdown, Mr. Fraley successfully completed contract tracing training through Johns Hopkins University School of Medicine and used his knowledge to successfully defend numerous COVID claims against multiple employers.

Mr. Fraley received his Bachelor of Science degree from the State University of New York (S.U.N.Y.) at Brockport in 1993.  To save for law school thereafter, Mr. Fraley became a full-time Corrections Officer at the Tioga County Sheriff’s Department in New York where his most memorable experience was coming face-to-face with the infamous child serial killer, Waneta Hoyt, who was incarcerated in the facility during her trial.  He graduated from the Rutgers University School of Law in Camden, New Jersey, in 1997.
